Applying points into Ninjutsu will impact your seal speed, the size, power and speed of your jutsu, and how much chakra you have. In addition, it will also impact how many clones you can make. If you don't have a high Ninjutsu, then don't perform high-level jutsus. Staff members will manage this during the jutsu registrations.
Taijutsu will impact all your physical areas (speed, strength, etc.), as well as how good you are in taijutsu, both attacking and defending. This will also include Shunshin since moving at a high speed is needed for the jutsu. If you wish to simply avoid getting hit with Ninjutsu by simply moving a high taijutsu is needed.
Genjutsu will impact how good your character is at casting and defending genjutsu/illusions (duh!). Note: since the manga states that a high intelligence is needed to be skilled in genjutsu, characters with very high genjutsu totals are more likely to be more intelligent
To be able to Kai, your Genjutsu scoring needs to be within 10 points of the person who cast the Genjutsu. IE: A Genin would never be able to keep a Jounin in a Genjutsu, because there is always at least 50 points difference in the Genjutsu Affinity.
There are three more ranks of Advanced Jounin, Genius Jounin and Jounin Elite. You attain these ranks Only through IC actions on the board like fighting a group or a Nukenin equal to your level and defeating that person. If you feel worthy to advance in rank, then post in the "Advancement Registration" thread, and the staff will look over your progress, and make a decision to advance you or not.
Advanced Jounin are Jounin who are above the average Jounin.
The Jounin Elite are a step above the advanced Jounin, and are advanced through hard work and good results.
The Genius level is the most advanced. Like Kakashi and Gai, they are of a different league, almost kage level.
You cannot decrease points from one category and add the balance in another If you are an ANBU, than all categories MUST have 65 in each. The extra 30 points can be distributed in any form necessary.
Academy Student

40 in each type of jutsu plus 30 free points.
ANBU/Oinin/Tokubetsu Jounin
65 in each type of jutsu plus 30 free points.
